It shall be unlawful for any person to operate any motor vehicle anywhere in the town limits without exercising due care and caution and full regard for the safety of persons and property. Any person failing to do so shall be guilty of the offense of careless driving, and upon conviction shall be deemed guilty of a misdemeanor and shall pay a fine not to exceed $265or imprisonment of 30 days.
