(A) It shall be unlawful for the owner or keeper to allow any bitch, inoculated or un-inoculated, while in heat or season, belonging to him or her or in his or her possession, to run at large in the town, or off the premises of the owner or keeper thereof.
(B) After notification by police that such a situation exists and without remedial action by the owner or keeper or the bitch, the Police Department may take action as deemed appropriate.
