(A) All owners and occupants of lots in the town shall be required to keep all palings and fences along the sidewalks in the repair that the palings and fences shall not lean over or across on in any way obstruct the sidewalks of the town.
(B) Any owner or occupant of a lot who shall refuse or neglect to repair or remove any palings or fences obstructing or leaning over or across any sidewalk, after being notified that the palings or fences are in need of repair or removal, shall be liable to a fine.
