It shall be unlawful for any person in the town to use any vehicle without the consent of the owner thereof, or to injure, interfere with or remove, without the consent of the owner, any vehicle; provided, however, that, this section shall not apply to police officers and to those assisting police officers in the removal of vehicles from places where the vehicles have been left standing or parked contrary to the provisions of this title.
