The bond shall be made payable to the city and for an amount as the City Council or its representative shall describe. The surety bond shall also be conditioned upon and liable for strict compliance with the terms of the permit, as to the route to be taken and the limit of time in which to effect the move and to repair or compensate for the repair and to pay city as liquidated damages an amount not exceeding $50 to be prescribed by the City Council or its representative, for each and every day's delay in completing the removal or in repairing any damage to property or public improvement or including all public streets and property, of all debris occasioned thereby.
