Where an act or omission is prohibited or declared unlawful in this code of ordinances, and no penalty is otherwise provided, the offense shall be deemed a violation and the offender shall be fined for not less than $25 nor more than $500 for each offense in addition to any expenses incurred by the city as a result of the violation. Each day's continued violation shall constitute a separate offense.
