§ 91.04 CERTIFICATION OF COMPLETED PROJECTS.
   No project shall be certified by the Mayor or his or her representative as having been completed unless the Mayor or his or her representative is completely satisfied that the city and the owners of all property within the corporate boundaries have not incurred any expenses or damages by reason of the project for which they have not been reimbursed by reason of the excavation. All streets, rights- of-way, or public areas must be in essentially the same condition that they were in prior to the project. In no event shall the project be certified as having been completed within less than two years of the date that all excavation and repairs to streets, rights-of-way, or public areas were completed in order to assure that all damages are discovered.
