(A) No operator of a motorized vehicle shall operate such vehicle on public property, including city parks except on a roadway or in a parking area. ROADWAY as used in this division shall not include paved or gravel trails, or other areas designated as “off limits” to motorized vehicles.
(B) City vehicles, including authorized contractors and volunteers engaged in maintenance, repair or construction on public property are exempt from the prohibitions of this section.
(C) Notwithstanding the prohibitions above, use of motorized conveyances of handicapped or otherwise disabled individuals are permitted on public property in areas where such use is reasonably available and can be operated safely.
