10-1-4: APPLICABILITY AND JURISDICTION:
This title applies to all lands and waters within the corporate limits of the city. All structures and land uses constructed or commenced and all enlargements of, additions to, changes in and relocations of existing structures and uses are subject to the requirements of this title.
