9-1-1: PERMIT REQUIREMENTS:
   A.   Permit Required: A building permit shall be secured before:
      1.   Work is commenced to erect, enlarge or structurally alter any building or structure of any kind whatsoever, or before any excavation is dug for any such purpose.
      2.   Sidewalks, curbings, parkways, streets or any other property of the city are obstructed, broken, repaired or in any way altered.
   B.   Application For Permit:
      1.   An application for the issuance of a building permit shall be made to the zoning administrator on such forms as he or she shall prescribe, which application, among other things, shall contain an accurate and complete description of the location, extent and dimensions of any proposed work.
      2.   When the application is for the erection, enlargement or alteration of any building, the application shall contain or there shall be attached thereto a drawing or plat showing the lot plan and the location of existing buildings, if any, on such lot, and the location, extent and dimensions of the proposed construction or alteration. However, nothing contained in this subsection B2 shall be construed as requiring the employment of an architect to prepare the application or plans required by this subsection. The application shall be kept in the office of the zoning administrator.
   C.   Issuance Of Permit: Within a reasonable time after such application has been made, the zoning administrator shall issue a building permit if the application and the proposed construction or work complies with the provisions of this title and with any zoning regulations and all other building and health laws and provisions of this code, which are now or shall be hereafter in force.
   D.   Copy On Site: The job copy of the building permit shall be kept at the place of construction at all times until the work is completed.
