7-1-2: OBSTRUCTING PUBLIC WAYS:
   A.   Nuisance Obstructions:
      1.   Every obstruction or encumbrance of any street, alley, lane, avenue, sidewalk, crossing or public square within the corporate limits of the city, including but not limited to firewood, lumber, barrels, boxes, manure, merchandise or other things, is hereby declared to be a nuisance, unless authorized by the city. Any person who shall so obstruct or encumber any street, alley, lane, avenue, sidewalk, crossing or public square, or who shall cause or suffer the same to be so obstructed or encumbered, shall, upon conviction thereof, be fined as provided in title 1, chapter 4 of in this code; and if any such person shall then neglect or refuse immediately to remove such nuisance, after having been notified by the city to remove the same, he or she shall, upon conviction of such neglect or refusal, be fined as in provided in title 1, chapter 4 of this code. Each day said nuisance shall exist, shall constitute a separate violation and shall be subject to a fine for each day the nuisance remains. An exception to the obstruction of a street, alley, lane, avenue, sidewalk, crossing or public square is any person loading or unloading merchandise or household goods at a dwelling house or at any place of business within the city limits. Such person shall have a reasonable time, not exceeding two (2) hours, within which to effect the same without being in violation of this section.
      2.   When a building is to be erected, the necessary materials to construct the same may occupy so much of the street, alley or lane in front of the sidewalk of such building as shall not exceed one- fourth (1/4) of the width of the street, alley or lane, for a reasonable time but not more than sixty (60) days. The city shall be notified of such obstruction prior to the materials being placed in said street, alley, or lane.
   B.   Erection Of Structures: No person shall erect or place any building or fence, in whole or in part, upon any street, alley, sidewalk or other public ground within the city limits, and any person in violation of this section shall be subject to penalty as provided in title 1, chapter 4 of this code; provided, that any person desiring to move any house or other building from one portion of the city to another shall be allowed a reasonable time within which to accomplish the same after notice to and approval from the city.
   C.   Display Of Merchandise: It shall be unlawful for any person to keep, store or display upon the space between the sidewalk and the streets of the city any goods, wares or merchandise, in boxes or otherwise, including machinery, vehicles or other articles for use or sale.
