5-1-2: CHIEF OF POLICE:
   A.   Office Created; Appointment: There is hereby created the office of chief of police. The chief shall be the chief officer of the police department and shall be appointed by the city manager.

   B.   Oath Of Office: The chief of police, before entering upon the duties of his or her office, shall take the oath as nearly as may be in the form provided in this code for the mayor.

   C.   Powers And Duties: The chief of police shall:
      1.   Possess all of the statutory powers of a city marshal and shall possess the power and authority of a constable at common law.
      2.   Devote his or her entire time and energy to the discharge of the duties of his or her office and shall see that the laws and ordinances are enforced and that all offenders are properly reported to some proper tribunal for punishment.
      3.   Be the commanding officer of the entire police force of the city, subject to the rules and regulations prescribed by the city council. He or she shall assign to all police officers under him or her their different beats or districts and their respective hours of service and shall see that each officer performs his or her whole duty according to law and the provisions of this code. The chief of police in no case shall absent himself or herself from the city without consent.
      4.   Properly suspend any member of the police department who may be guilty of impairment, neglect of duty, disobedience of orders or violation of the standing rules and regulations of the department, and shall immediately report such suspension. Such officer shall remain in suspension without pay until such time as he or she may be reinstated by the city council. If not at once reinstated by the mayor, the mayor shall report such suspension to the city council as in other cases.
      5.   Attend, either in person or by his or her assistant, all meetings of the city council and execute all its orders and all warrants or other legal process required to be executed by him or her under any provision of this code.
      6.   Keep books or records of the police department and of all persons arrested or committed by the police, showing the time and place of each arrest, by whom the arrest was made, the offense charged, the proper officer before whom such person was tried, the disposition of each case, the amount of fine imposed, if any, and the amount collected, the amount of city officer costs for serving papers collected, if any, and, in addition, shall record a list of all monies and valuables taken from each prisoner at the time of his or her commitment and the disposition thereof.
      7.   Present a monthly written report showing the number of arrests made by the police force during the preceding month, the name of each person arrested, the offense charged, the officer making the arrest, the proper officer before whom tried, the disposition of the case, the fine imposed, if any, and the amount of such fine. In such report, he or she shall give a list of all dogs killed and buried, if any, during the preceding month, the name of the owner, if known, the officer by whom killed and the reason therefor.
      8.   Have the care, custody and control of all books, records, equipment and all property belonging to the police department and of all stolen goods seized and retained by police authority. Such books at all times shall be open to public inspection, except as may be otherwise provided by law.
      9.   Appoint a deputy chief pursuant to 65 Illinois Compiled Statutes 5/10-2.1-4.
