1-2-1: REPEAL OF GENERAL ORDINANCES:
   A.   All general ordinances of the city passed prior to the adoption of this city code are hereby repealed, except such as are included in this city code or are by necessary implication herein reserved from repeal (subject to the saving clauses contained in the following sections), and excluding the following ordinances which are not hereby repealed:
      1.   Any ordinance promising or guaranteeing the payment of money for the city, or authorizing the issuance of any bonds of the city or any evidence of the city’s indebtedness; any contract or obligation assumed by the city; or the issuance of warrants.
      2.   Any ordinance not included in this code fixing salaries of officers or employees of the city, or any ordinance consistent with this code that fixes fees.
      3.   Any appropriation ordinance.
      4.   Any right or franchise granted by the city council to any person.
      5.   Any public utility ordinance relating to railroads or railroad crossings with streets and other public ways, or relating to the conduct, duties, service or rates of public utilities, to the extent that it is consistent with this code.
      6.   Any ordinance dedicating, naming, establishing, locating, relocating, opening, paving, widening, vacating, etc., any street, public way or other public place in the city, or acquiring or vacating any easement in the city.
      7.   Any ordinance establishing and prescribing the street grades of any street in the city.
      8.   Any ordinance providing for local improvements or assessing taxes therefor, or levying any other taxes that are not superseded by this code.
      9.   Any ordinance dedicating or accepting any plat or subdivision in the city.
      10.   Any ordinance annexing property to the city, describing the city boundary or setting out the location or boundary of any city park.
      11.   Any ordinance relating to specific elections.
      12.   Any ordinance relating to the transfer or acceptance of property.
      13.   Any temporary ordinance.
      14.   Any special ordinance.
   B.   All such ordinances, as now or hereafter amended, are recognized as continuing in full force and effect to the same extent as if set out at length in this code.
