3-1-13: BASSETT TRAINING REQUIRED:
   A.   For all licenses effective on or after May 1, 2002, the original or renewal application shall be accompanied by proof of completion of the state certified beverage alcohol sellers and servers education and training program (BASSET), as hereinafter required by this section. All BASSET training certification is valid for three (3) years from the time of successful completion of the program.
   B.   A minimum of two (2) employees or all employees, whichever is less, must be BASSET certified. BASSET certified employees will be considered supervisors in overseeing the serving and sales of alcoholic beverages. It is recommended, but not required, that a licensee train and/or certify as many employees as possible in the techniques of alcohol management (TAM) program.
   C.   The licensee shall provide documentation showing that BASSET information was provided to all employees by the BASSET trained employees or other means including, but not limited to, identification check procedures and understanding symptoms of intoxication.
   D.   A photocopy of the certificates of completion of the BASSET program and documentation listed above will be on file with the city police department coordinator and maintained on the premises of the licensee.
   E.   BASSET completion cards are to be carried on the person certified or exhibited in the establishment when requested by the a uniformed city police officer or other authority of the liquor control commissioner. Every employee who has successfully completed the BASSET training program shall have his or her BASSET completion certificate in his or her possession at all times when selling or serving alcoholic liquor within the city. Said employee shall display his or her BASSET certification card upon demand made by a uniformed city police officer or other authority of the liquor control commissioner.
   F.   The liquor control commissioner may, in his or her sole discretion, extend the time for the completion of the training for renewal of license only for an additional ninety (90) days after renewal. Said extension shall be given on a case by case basis upon a showing of good cause. A request for such an extension shall be in writing and shall be presented to the liquor control commissioner at least thirty (30) days prior to said license renewal.
   G.   Any organization and/or club that requests a temporary or special permit or license for selling or serving alcoholic liquor shall abide by the guidelines as other liquor license holders.
