A. The council shall have the right and power to limit the number of licenses of each class to be issued within the corporate limits of the city and also may limit the number of each class in any locality or section or portion of the city in accordance with the public interest. Pursuant to the limitation set forth in this subsection, the number of licenses to be issued under the classifications set forth in this chapter shall be:
Class A, retail license | No more than 25 |

Class C, package liquor store license | No more than 11 |
Class D, club license | No limit |
Class E, banquet hall license | No more than 5 |
Class F, unenclosed premises license | No limit |
Class G, special use license | No limit |
Class P, video gaming parlor license | No more than 4 |
Class G, City event and festivals license | No limit |
Class R, restaurant license | No more than 25 |
Class S, special event license (non-profits) | No limit |
Class T, temporary license | No limit |
Class M brew pub license | Not more than 3 |
B. Notwithstanding any other provision of this chapter to the contrary, no license permitting consumption of alcoholic liquor on the licensed premises shall be issued to any individual or other legal entity which is not concurrently engaged in the business or occupation of a tavern, bar, pub, banquet hall, motel, hotel, restaurant or club.
