It shall be unlawful for any person to sell at retail any alcoholic liquor, or offer for sale at retail any alcoholic liquor, within the corporate limits of the city without having first obtained a license and given bond therefor as provided in this chapter, and having paid to the city clerk the license fee for such license as provided in the city fee schedule, or in violation of the terms of such license. All licenses hereunder shall be granted and issued by the mayor as local liquor control commissioner. No license shall be issued after receipt of an application until the city has had time to review the application and verify the contents thereof.
