The board of fire and police commissioners shall be appointed by the mayor, by and with the consent of the city council. The members of the board of fire and police commissioners shall serve three (3) year staggered terms and until their respective successors shall be appointed and qualified; provided, that no such appointments shall be made by any mayor within thirty (30) days before the expiration of his or her term of office.
