(A) Special purchasing methods. Any purchasing agency may use any special purchasing method for which it can qualify under I.C. 5-22-10, as amended from time to time.
(B) Purchase of services. The Town Council hereby determines that the Purchasing Agency, the department heads, and the elected Fiscal Officer may purchase services in whatever manner the purchaser determines to be reasonable, to the extent provided by law.
