§ 32.17 SMALL PURCHASES RULE.
   (A)   Subject to the limits of authority otherwise provided within this chapter, whenever the Purchasing Agency or a purchasing agent of the town expects a purchase or annual rental payment on a lease to be less than $25,000, the Purchasing Agency or the purchasing agent may proceed to make the purchase or lease under either division (B) or (C) hereof.
   (B)   The Purchasing Agency or the purchasing agent may invite quotes from at least three persons known to deal in the lines or classes of personal property to be purchased by mailing an invitation to quote to the persons at least seven days before the time fixed for receiving quotes. If the Purchasing Agency or the purchasing agent receives a satisfactory quote, the purchasing agent shall award a contract to the lowest responsible and responsive offeror for each line or class of personal property required. The Purchasing Agency or the purchasing agent may reject all quotes and proceed to make the purchase under division (C) hereof.
   (C)   The Purchasing Agency or the purchasing agent may purchase or lease the personal property in the open market without inviting or receiving bids or quotes.
