(A) There is created a special non-reverting operating account for park purposes from which expenditures may be made for special events and programs as determined by the Park Board, the operation of softball leagues, matching funds for grants, professional services and maintenance of up-keep of the park.
(B) All income generated from any and all park functions from whatever source and whatever nature shall be deposited at least once a month with the Clerk-Treasurer. The Clerk-Treasurer shall deposit all of the income into the special non-reverting operating account.
(C) Payment of expenditures from the special non-reverting operating account shall be made by appropriation by the Park Board of Directors.
