§ 153.047 MINIMUM STANDARDS FOR STREET DESIGN.
   All streets, as designated and labeled upon the proposed plat, shall be graded, constructed and surfaced in accordance with the construction plans and specifications submitted by the applicant as required by § 153.022(E) of this chapter and in accordance with the following specifications and requirements.
   (A)   Minimum pavement width.
      (1)   Collector roads. The minimum pavement width for collector roads shall be 24 feet with shoulders on each side of the road a minimum of six feet in width.
      (2)   Local access roads. The minimum pavement width for local access roads shall be 18 feet with shoulders on each side of the road a minimum of six feet in width.
   (B)   Maximum grades.
      (1)   Collector roads. The maximum grade of collector roads shall not exceed 4%.
      (2)   Local access roads. The maximum grade for local access roads shall not exceed 7%.
   (C)   Minimum grades. The minimum grade for all types of streets and for ditches shall be 0.4%.
   (D)   Street alignment.
      (1)   The minimum radii of center curvature for streets shall be 125 feet or 46 degrees on collector streets, marginal access streets and cul-de-sacs.
      (2)   The minimum tangent between reversed curves shall be 100 feet on collector roads and as required by the Plan Commission on all other streets.
   (E)   Visibility requirements.
      (1)   Minimum vertical visibility measured from 4½ feet (eye level) to 18 inches (tail light) height, within traveled lanes shall be:
         (a)   300 feet on collector streets;
         (b)   200 feet on local access streets; and,
         (c)   100 feet on streets shorter than 500 feet.
      (2)   Minimum horizontal visibility measured on center line shall be:
         (a)   200 feet on collector streets; and,
         (b)   100 feet on all other streets.
   (F)   Intersections.
      (1)   Street edges shall be rounded by radii of sufficient length to permit smooth flow of traffic. Minimum allowable radius for street edges will be 20 feet.
      (2)   Street intersections shall be as nearly at right angles as is possible, and no intersection shall be at an angle of less than 60 degrees.
      (3)   Street jogs with centerline offsets of less than 125 feet shall not be permitted.
   (G)   Sight distances at intersections. The following paragraph shall be required as a provision of the covenants of all final plats: No fence, wall, hedge, or shrub planting which obstructs sight lines at elevations between two and six feet above the street, shall be placed or permitted to remain on any corner lot within the triangular area formed by the street property lines and any line connection points 25 feet form the intersection of the street lines, or in the case of a rounded property corder, from the intersection of the street lines extended. The same sight line limitations shall apply to any lot within ten feet from the intersection of a street line with the edge of a driveway pavement or alley line. No tree shall be permitted to remain within such distances of such intersections unless the foliage line is maintained at sufficient height to prevent obstruction of such lines.
   (H)   Minimum pavement design standards.
      (1)   Where streets are designed to serve residential subdivisions or sites, the minimum pavement thickness shall be as follows:

      (2)   Special requirements for non-residential subdivisions shall be as follows: Where streets are designed to serve commercial subdivisions or sites, or other developments requiring service by many heavy commercial vehicles, the minimum thicknesses will be appropriate for the anticipated traffic.
