§ 153.005 INTERPRETATION, CONFLICT AND SEVERABILITY.
   (A)   Minimum requirements. The provisions of this chapter shall be interpreted and applied as minimum requirements.
   (B)   Conflict with public provisions. These regulations are not intended to interfere with, abrogate, or annul any other ordinance, rule, or regulation, statute, or other provision of law. Where any provision of these regulations impose restrictions different form those imposed by any ordinance, rule, or regulation, or other provisions of law, whichever provisions are more restrictive or impose higher standards shall control.
   (C)   Conflict with private provisions. These regulations are not intended to abrogate any easement, covenant or any other private agreement or restriction, provided that where the provisions of these regulations are more restrictive the higher standards shall govern. Where such easement, covenant or private agreement or restriction, impose duties and obligations that are more restrictive, or higher standards than the requirements of these regulation, then such private provisions shall be operative and supplemental to these regulations and determinations and made thereunder.
   (D)   Severability. If any provision of this chapter or application to particular circumstances is held invalid, the remainder of the chapter or the application of such provision to other circumstances shall not be affected.
