§ 30.21 COMMITTEES.
   (A)   The President, with approval of the Council, shall establish such committees as deemed necessary and desirable.
   (B)   Members of committees shall be appointed by the President of the Council and may be changed by the President of the Council at any time at his or her discretion.
   (C)   Committees shall have no authority to enter into contracts or financial obligations on behalf of the town.
