(A) A majority of the members of the Council who are qualified to vote shall constitute a quorum. Action of the Council shall not be official unless it is authorized at a regular or properly called special meeting by a majority of the Council.

(B) Decisions of the Council shall be by roll call vote of the members. All members present shall vote on every question unless they have disqualified themselves because of conflict of interest as defined under division (C) of this section.
(C) No member of the Council shall participate in any discussion or decision of the Council in which they have a direct or indirect financial interest. The Council shall enter into its records the fact that a member has such a disqualification.
(D) Any member of the Council who voted with the majority may call for reconsideration of any vote at the same meeting of the Council at which it passed, and if sustained by a majority of the votes, the reconsideration shall be ordered.
(E) An ordinance shall be finally adopted after being approved by the Town Council at two meetings occurring on separate days. A two-thirds vote of all the elected members, after unanimous consent of the members present to consider the ordinance, is required to pass an ordinance of the Town Council on the same day or at the same meeting at which it is introduced. This section does not apply to a zoning ordinance or amendment to a zoning ordinance adopted under I.C. 36-7 et seq., or an ordinance to increase the number of Town Council members adopted under I.C. 36-5-2-4.2, unless the ordinance also establishes new legislative body districts.
