§ 30.16 OFFICERS.
   (A)   At the first regularly scheduled meeting in each calendar year, the Council shall elect from the voting membership of the Council a President and Vice-President. Each shall serve during the period of their membership on the Council for the balance of the calendar year.
   (B)   The President of the Council shall preside over meetings, decide questions of order, subject to appeal by the Council, and preserve decorum in the meeting room.
   (C)   The Vice-President shall have authority to act as President of the Council during the absence or disability of the President.
   (D)   Upon resignation of the President the Vice-President ascends to the Presidency and the Council shall elect a Vice-President at the next regularly scheduled meeting.
