All copies of the town code, except those which are purchased by the general public, shall be the property of the town, and such copies delivered over to elected and/or appointed officials, or other officials of the town, shall not be retained and shall be returned to the town after the expiration of their term or terms of office or appointment. The Clerk-Treasurer shall maintain a record of all the persons or offices having a copy of the town code, other than those persons purchasing the town code, and the Clerk-Treasurer shall be responsible for securing the return of the codes in accordance with this section.
