Idaho Code 50-319 prescribes that, in order to secure and maintain such levels of animal control within the city limits, and to the greatest degree practicable, prevent injury to persons and property; and to provide a means of licensing of animals; and of controlling errant animal behavior so that it shall not become a public nuisance, this chapter be promulgated and adopted.
