Pursuant to authority vested by Idaho Code 50-317 and Idaho constitution article XII, section 2, any owner, lessee, occupant or any agent or representative of any such owner, lessee or occupant having control of any occupied or unoccupied lot or parcel of land shall be responsible for immediately remedying any conditions that violate the requirements of this chapter.
