Before any registration as provided herein shall be issued for engaging in the business of peddling or soliciting, every business, firm, company, corporation or individual which has one or more employees or agents acting in such capacity shall file with the city a surety bond covering all such employees or agents and assuring compliance and to the benefit of the city, or a cashier's check, in the amount and pursuant to the procedure established by resolution adopted by the city council.
