10-5-1: GENERAL PROVISIONS:
In addition to all other regulations as specified in this title, the following provisions shall be adhered to:
   A.   Accessory Building:
      1.   Will not be located in any required front yard area;
      2.   Will not be located closer than five feet (5') from any side or rear property line, except corner lots shall not have any accessory building located within fifteen feet (15') from the side property line fronting the side street; and
      3.   Recreational vehicles whose designated purpose is sleeping accommodations for camping shall not be used as accessory structures.
      4.   Temporary carport structures shall be allowed in front and side yards. Said structures shall not discharge snow onto adjacent property. No part of the structure shall extend into a public right of way. An application and accurate site plan are required depicting the proposed structure, distance to the property lines, and utilities. Approval of the application and site plan by the Planning and Zoning Administrator are required prior to construction.
   B.   Conversion Of Dwellings To More Units: A residence may not be converted to accommodate an increased number of dwelling units unless:
      1.   The yard dimensions still meet the yard dimensions required by the zoning regulations for new structures in that district;
      2.   The lot area per family equals the lot area requirements for new structures in that district;
      3.   The floor area per dwelling unit is not reduced to less than that which is required for new construction in that district; and
      4.   The conversion follows all other relevant codes and ordinances.
   C.   Temporary Buildings: Temporary buildings, construction trailers, equipment and materials used in conjunction with construction work only, may be permitted in any district during the period construction work is in progress, but the temporary facilities shall be removed upon substantial completion of the construction work.
   D.   Required Trash Areas: All trash and/or garbage collection areas for commercial, industrial and multi-family residential uses shall be enclosed on at least three (3) sides by a solid wall or fence of at least four feet (4') in height or within an enclosed building or structure. Adequate vehicular access to and from such area or areas for collection of trash and/or garbage as determined by the Administrator shall be provided; standard Municipal approved dumpsters are excluded from this provision.
   E.   Development Close To An Airport: The location, building height and lighting of residential and commercial development shall be restricted within airport approach areas as required by the State Department of Transportation, Division On Aeronautics and Public Transportation and Federal Aviation Administration.
   F.   Maintenance Of Rights-Of-Way: Rights-of-way adjacent to property not maintained by the City shall be the responsibility of the property owners whose property abuts the rights-of-way. In the case of alleyways, maintenance will be required by the adjoining land owners so that all alleys are free and clear of debris, vehicles, weeds and all other obstructions.
   G.   Recreational Vehicle Storage: Refer to: Title 4 Chapter 6 Sections 1-4.
   H.   Addressing: Addressing of all structures shall be limited to one address per structure for single use structures and clearly definable addressing for multi-use structures as assigned by the County. The address numbers shall be permanently attached to the front of the residence or on the part of the structure facing the street and be clearly readable from the street, in contrast to the structure color.
   I.   Fencing: See section 10-7-6 of this title.
   J.   Temporary Carport Structure: A pre-fabricated structure typically sold as a complete structure kit or an equivalent site-built structure receiving City approval prior to construction. Said structure is designed to be bolted to a concrete slab or secured to the ground using soil anchors or concrete piers, but not spread footings. (Ord. 597, 8-6-2018; amd.
