8-6-3: RULES AND REGULATIONS:
   A.   City Authority: The city shall make or prescribe such rules and regulations as it shall deem advisable for the implementation and enforcement of the provisions of this chapter. Such rules and regulations shall be in accordance with the guidelines of the DEQ.
   B.   General Regulations:
      1.   Backflow And Cross Connection Prohibited: The installation or maintaining of any backflow or cross connection, actual or potential, is prohibited. Any such backflow or cross connection now existing is declared unlawful and shall be eliminated immediately. A violation of this subsection shall be a misdemeanor. A violator shall also be subject to immediate discontinuance of water service.
      2.   Backflow Prevention And Cross Connection Control Required: When, in the determination of the administrator, there exists a need for backflow prevention and/or cross connection control, the city water supplied to any customer shall be contingent upon the customer providing backflow prevention and/or cross connection control in a manner approved by the administrator and the DEQ.
      3.   Backflow Prevention Assembly Approval:
         a.   Any backflow prevention assembly required by the administrator to be installed shall be a type approved for the specific degree of hazard it will be used for, by the University of Southern California Foundation for Cross Connection Control and Hydraulic Research (USC-FCCCHR) and shall be installed in accordance with the manual.
         b.   All backflow prevention assemblies shall be tested a minimum of once a year by a tester approved by the administrator. A copy of all test results and any repairs required shall be delivered to the administrator. All required testing and repairs shall be done at the expense of the customer.
         c.   The customer shall have full responsibility to maintain any required backflow prevention assembly in proper operating order. (Ord. 482, 6-5-2006)
      4.   Fire Protection System Backflow Preventers: All commercial fire protection systems, two inches (2") in size and larger, served by the city shall be equipped with an approved detector double check valve backflow prevention assembly (hereinafter "detector check assembly"). Such detector check assembly shall be equipped with a bypass water meter that shall accurately detect flows through the detector check assembly and such bypass meter shall be equipped with a separate double check valve assembly.
