8-6-2: ADMINISTRATION AND PROGRAM:
   A.   The mayor shall, with the approval of the city council, appoint a cross connection control administrator to develop and administer a backflow prevention and cross connection control program for the purpose of administering the provisions of this chapter.
   B.   In the interest of the public health and safety, and as a means for the city and administrator to develop and administer the backflow prevention and cross connection control program, the "Cross Connection Control Manual - Accepted Procedure And Practice", latest edition, as published by the cross connection control committee, Pacific Northwest section, American Waterworks Association, and as the same may be revised by the publishing authority, and the same is hereby adopted and incorporated as part of this chapter as fully as though set forth at length in this chapter.
   C.   The administrator shall have the powers and duties to: develop and administer the program within the guidelines of the IDAPA and the Idaho department of environmental quality (DEQ); make determinations of the existence of cross connections and the level of backflow protection required; require the discontinuance of cross connections; require the installation of backflow prevention assemblies; direct the discontinuance of water service to any customer who fails to comply with this chapter; require the periodic testing and maintenance of backflow prevention assemblies; keep all appropriate records regarding the administration of the program; and, recommend to the city council any changes required to the program or this chapter.
