7-4-1: GENERAL:
   A.   Hours: The use of all public parks and recreation areas within the city limits is prohibited without a permit from sunset to sunrise.
   B.   Park Closure: The mayor, or a duly authorized representative, may close a park area or recreation facility at any time there is an apparent danger to the persons using the property itself, or for any cause which would provide for the safety and protection of the public. Remaining in an area closed by the mayor or authorized representative is prohibited.
   C.   Exceptions: The provisions of this chapter do not apply to the operation of city owned or operated vehicles or personnel while engaged in official city business.
   D.   Overnight Camping: Overnight camping is prohibited except when necessary for overnight security at multiday events.
   E.   Open Fires: Open fires are prohibited without a permit. No permit shall be issued without a fire permit from the fire department.
   F.   Amplified Sound: Amplified sound, whether for speech, music, or otherwise, is prohibited without first obtaining a city permit.
   G.   Model Airplanes, Boats, Cars Or Model Rockets: The operation of motor driven airplanes, boats, cars or model rockets is prohibited on park property without first obtaining a city permit.
   H.   Dumping: Dumping rocks, soil, grass clippings, branches, leaves, equipment, vehicles, furniture, or any other item or material is prohibited.
   I.   Litter, Rubbish And Glass Containers: Carrying onto any park property any garbage, trash or refuse is prohibited. Trash generated in the park must be deposited in provided trash receptacles or carried off the park property. Glass containers are prohibited.
   J.   Flora And Turf: Removing or injuring any form of plant life on park property, including the removal of wood, turf, grass, soil, rock, sand and gravel is prohibited except by a duly authorized city employee or authorized contractor in the performance of their duties.
   K.   Animals: With the exception of service animals, dogs and cats are prohibited on park property unless kept on a leash at all times and under full control of the owner. The removal of feces of animals that defecate on park property is required of the owner or custodian of said animal and such owner or custodian shall have the means to do so in their possession. All pets may be prohibited from parks for the duration of a permitted event. Livestock are not allowed on park property without a permit. No animal shall be killed, harmed, or removed from any park without government authority.
   L.   Motor Vehicles And Parking: Motor vehicles shall not be operated or parked except on designated roadway or within designated markings without a city permit.
   M.   Roller Skates And Skateboards: Except for the skatepark, roller skates, skateboards and other similar items are prohibited from the parks unless a permitted event specifically permits the use of such items. Motor vehicles are prohibited in all parks except as necessary to set up a permitted event.
   N.   Alcoholic Beverages: Alcoholic beverages are prohibited within parks except as may be authorized during an event after obtaining a city permit.
   O.   Fireworks: The possession or firing of firecrackers, rockets, torpedoes or other fireworks on park property is prohibited. (See title 4, chapter 3 of this code.) This subsection shall not apply to professional displays by companies licensed by the state of Idaho in conjunction with a city permitted event. (Ord. 547, 5-21-2012)
   P.   Firearms And Weapons: Discharging any firearm, air gun, slingshot, or bow and arrow is prohibited on park property without a city permit. (Ord. 571, 3-2-2015)
   Q.   Interference: No person shall use, attempt to use, or interfere with the use of any facility which is reserved for another person or group holding a permit issued by the city.
   R.   Damage To Park Property: Persons causing damage or committing vandalism, or parents of such persons under the age of eighteen (18), will be held financially responsible for the full amount of damages. (Ord. 547, 5-21-2012)
