7-3-2: IMPLEMENTATION, ADMINISTRATION AND APPROVALS:
   A.   Implementation And Responsibilities:
      1.   The administrator and his/her designees shall have the responsibility of implementing, enforcing, and maintaining an addressing and street naming standard as defined by this chapter.
      2.   In the event that violations of this chapter are not corrected by the date required herein, Priest River may perform the work and pursue remedies as provided in this section.
      3.   Property owners are responsible for placing and maintaining numeric identification and for erecting private street signs in accordance with this chapter. Posting of addresses and street names should be done within four (4) months of issuance of the address or street name. Private street signs shall be erected under the guidelines of the current Priest River street standards manual.
      4.   The Priest River public works department is responsible for erecting and maintaining public street signs at street intersections.
      5.   The property owner is responsible for the designation of the access points on the public or private street and installation and maintenance of all required street signs. The access point(s) designated by the owner shall be utilized to determine the address of the parcel. Such access points are subject to review and approval of the city to ensure that they are accessible to emergency service providers.
      6.   All addresses shall comply with the addressing guidelines outlined in subsection 7-3-1C of this chapter. The order of precedence will be NENA, Verizon E-9-1-1 addressing guidelines, and the United States post office addressing standards.
      7.   For the purposes of addressing and street naming, the city clerk's office will house and maintain all official data.
   B.   Administrator: The city public works supervisor shall be empowered to exercise the powers delegated to him/her by this title of administrator. The administrator may appoint specific designees to assist with carrying out the duties set forth by this chapter.
   C.   Approvals Required:
      1.   Before any street is named, approval shall be obtained from the administrator.
      2.   Official street names shall be maintained on the Priest River street name list.
      3.   Before any addresses are posted, approval shall be obtained from the administrator.
      4.   If, in any instance, the administrator fails to act or carry out his/her responsibilities according to the regulations contained herein, the council may assume the duties of the administrator, as herein specified. (Ord. 523, 6-1-2009)
