Unless otherwise provided for under Idaho motor vehicle laws, a violation of any provision of this chapter shall be assessed a civil assessment, payable to the city clerk within fifteen (15) days of receipt of the complaint of such violation, in the amount set forth in section 1-4-5 of this code. Upon a fourth violation the person or entity shall be guilty of a misdemeanor and shall be subject to penalty as provided in section 1-4-1 of this code for each violation.
