Whenever in the judgment of the City Council the operation of any vehicle on any street or alley, or any portion thereof, of the sizes and weights and at the rates of speed permissible by law, would interfere with the safe and efficient use of such street or alley by the traveling public, or will cause damage to said street or alley by reason of climatic or other conditions, the City Council shall have authority to make regulations reducing the permissible sizes, weights or speeds of vehicles operated on such street or alley, or any portion thereof, for such periods as may be necessary for public safety or for the protection of such street or alley, and shall erect and maintain signs designating such regulations at each end of such street or alley, or any portion thereof.
