Before any of the lots within a subdivision can be sold, leased or otherwise separated, the subdivider shall prepare a final plat of the subdivision, in accordance with section 17.08.140 of this chapter, and shall submit the same to the planning commission. The planning commission shall check the final plan as to conformance with the preliminary plan and satisfactory compliance with final plat requirements, and shall transmit the same to the city council, together with its recommendations.
