The building official may require the submission of both a geological report and a soils engineering report in conjunction with any application for a building permit in a geologically hazardous area. Such geological and engineering reports shall be referred to the city engineer, who shall determine whether the proposed area or site to which the application pertains is a geologically hazardous area, and whether or not it can be converted to a safe area for construction purposes.
