Any person residing outside the corporate limits of the city who now has, or might hereafter desire, a sewer connection onto any sewer line belonging to the city must pay therefor a monthly service charge, as determined by the city council, and if the charge is not paid within fifteen (15) days from mailing date, service will be disconnected as to both water and sewer service, and a reconnection fee as set by the council will be charged in order to restore service.
