13.04.230: DIGGING IN STREET PROHIBITED; EXCEPTION:
It is unlawful for any person to dig into any street, sidewalk or public ground for the purpose of laying, removing or repairing any service or other pipe, except under the direction of the superintendent of waterworks. (Prior code § 7-1-13)
