The superintendent of waterworks shall, under the direction of the city council, have charge of all the reservoirs, water tanks, water mains, fire hydrants, pipelines, and all appurtenances connected with the waterworks. He shall have the direction of laying the water mains and putting in all service pipe, and regulation of the water supply to all water users under the system. He shall report to the city council quarterly, or more often if required, his doings as superintendent, the condition of the waterworks, and make such recommendations as the service may require, and perform such duties as may be imposed upon him by ordinance, order or resolution of the city council.
