Any police officer of the city is authorized to issue written citations to any person or person in violation of the provisions contained in section 12.12.010 of this chapter. Such citation shall state thereon the name (or names) of the violator, the time of the violation, and shall provide thereon that the violator must appear before the judge named thereon within the time specified thereon.
