10.50.040: UNLAWFUL TO OPERATE WITHOUT PERMIT:
It is unlawful for any person, firm, corporation or organization to hold or conduct a parade upon any street or public property within the city without first having applied for and obtained a parade permit. (Ord. 89-002, 1989)
