The chief of police shall attach to such vehicle a notice stating that it has been parked in violation of this chapter, and instructing the owner or operator to deposit one dollar ($1.00) in the envelope and place the same in a meter collection box within twenty four (24) hours after the time when the notice was attached to the vehicle.
