10.20.100: OVERTIME PARKING:
   A.   It is unlawful for any person to cause, allow, permit or suffer any vehicle registered in his name or operated or controlled by him to be upon any street within a parking meter zone in any space adjacent to which a parking meter is installed for more than one hundred twenty (120) consecutive minutes, or any time during which the meter is showing a signal indicating that such space is illegally in use (other than such time as is necessary to operate to show legal parking) between the hours of nine o'clock (9:00) A.M. and six o'clock (6:00) P.M. of any day, Sundays and legal holidays designated by the city council excepted.
   B.   The owner or operator causing, allowing, permitting or suffering any vehicle to be upon the street within a parking meter zone in any space adjacent to which a parking meter is installed in violation of the time permitted by law, or illegally using the same, shall be deemed prima facie to be the person in whose name the vehicle is licensed and registered by the state, or any other state, as evidenced by the license thereon, unless the person in whose name the vehicle is licensed aforesaid makes a satisfactory explanation showing that he was not the operator of the vehicle at the time or place of the alleged violation.
