Any violations provided for in the Utah Code 1986-1987 mentioned in this chapter which constitute a felony or a class A misdemeanor for which the city, as such, is not empowered to prosecute, shall be referred by any officer of the city making such arrest or issuing a citation therefor, who will do so through the office of the county attorney.
