If the owner of any animal is found to be in violation of the civil process as it relates to chapters 3 through 13 of this title on three (3) or more different occasions, in any combination thereof, during any twelve (12) month period, the owner will be guilty of a class B misdemeanor if the person continues to violate the section within that calendar year.
