The purpose of this title is to establish proper and reasonable regulatory measures as deemed necessary to use in the operation of certain businesses within the corporate limits of the city in the interest of protecting the health, safety and welfare of the present and future inhabitants of the city, under the general police power granted to the city under the statutes of the state; and to establish a business license fee to provide the means to allow the city and its appointed officers the ability to carry out the provisions of this title, including the inspection of the physical facilities in or on which the businesses are located to ensure compliance with applicable and governing building, fire, safety and other codes.
