All disposals, leases and/or subleases of public property of the city shall be made under the direction of the mayor and the city council, with such disposal or leases to include the following provisions:
A. The sale of any public property shall be made either through:
1. The competitive bidding process, as provided for in the rules and regulations; or
2. At a public auction, as provided for in the rules and regulations. (Ord. 2004-004, 2004)
