3.08.040: PURCHASING PROCEDURES:
Except as otherwise provided in this chapter, purchases of supplies, equipment, and awarding of contracts shall follow one of the following procedures as defined in the rules and regulations:
   A.   Formal competitive bidding procedure;
   B.   Open market procedure. (Ord. 2004-004, 2004)
